Why a removal quote should sit on top of a lab result

Ontario's asbestos regulation, O. Reg. 278/05, puts this in writing. Section 10 says that before an owner requests tenders or arranges renovation, repair or demolition work, the owner either has the material examined to find out whether it contains asbestos, or the work goes ahead as though it does. The owner then gives the contractor a report that says which materials are asbestos-containing, whether each one is friable, what condition it is in, and where it is.

That "as though it does" option is the expensive one. A crew that bids blind has to price containment, protective equipment, waste handling and disposal for every suspect material on the list. If half of those materials would have tested negative, you paid abatement rates for ordinary demolition. In Windsor homes the gap is easy to picture: the 9x9 tiles in a South Windsor rec room, the popcorn ceiling in a Riverside living room and the boiler pipe wrap in a Walkerville basement are three separate questions, and each one can come back either way.

The regulation's threshold is precise. A material counts as asbestos-containing at 0.5 per cent or more asbestos by dry weight. Your lab certificate reports against that line, material by material, which is what turns "possible asbestos" into a scope a contractor can price.

What the test report lets you ask of every quote

Hand each removal company the same report and ask them to quote against it. Then check each quote for these things.

  1. Every line matches a positive sample. The report numbers each sample and its location. A material that tested negative should not be on the quote at abatement rates. If it is, ask why.
  2. The work type matches the material and the area. Section 12 of the regulation sorts asbestos work into Type 1, Type 2 and Type 3. Removing less than one square metre of drywall with positive joint compound is Type 1. One square metre or more is Type 2. Removing more than one square metre of friable material, the kind that crumbles under hand pressure when dry, is Type 3, the full enclosure and negative-air category. Pipe insulation taken off with a glove bag is Type 2. A quote should say which type it is pricing and why.
  3. The area is measured, not guessed. Classification follows the total area worked on in a room, even if the job is split into smaller pieces. Square metres on the quote should line up with what is actually there.
  4. Ministry notice is covered. Before a Type 3 job starts, section 11 requires the constructor or employer to notify the Ministry of Labour inspector, orally and in writing. The same applies to glove-bag removal of one square metre or more of insulation. Ask who files it.
  5. The crew's training is documented. Section 20 requires every worker and supervisor on a Type 3 job to have completed the Ministry-approved Asbestos Abatement Worker or Supervisor Training Program. It is fair to ask to see those documents.
  6. Waste handling and disposal are spelled out. On Type 2 and Type 3 jobs, waste goes into dust-tight containers identified as asbestos waste. In Essex County, the Essex-Windsor Regional Landfill on County Road 18 accepts asbestos by appointment only, and only from a hauler registered with the Ministry of the Environment, Conservation and Parks. The EWSWA facility rules state it does not take asbestos from residential customers. A quote should say who hauls it and where it goes.
  7. Clearance testing is named. After Type 3 work inside an enclosure, section 18 requires clearance air testing before the enclosure comes down, and every sample has to come in at or under 0.01 fibres per cubic centimetre by phase contrast microscopy. The rule asks for a competent worker; it does not require that person to be independent. You can ask for that.

Comparing two or three quotes fairly

Removal quotes in Windsor are hard to compare when each contractor walked through with a different idea of what is positive. One quotes the ceiling and the floor, one quotes the floor and the pipes, one quotes everything "to be safe." With a report in hand, every bidder is pricing the same list of positive materials in the same rooms, so the differences you see are real differences in method and price.

Things that legitimately move a removal price: how much positive material there is, whether it is friable, how hard it is to reach (a crawl space under a Ford City storey-and-a-half is not a kitchen floor), whether the house stays occupied, and how much rebuilding the quote includes. Things that should not appear: line items for materials the lab cleared, Type 3 pricing on a Type 1 scope without an explanation, and a clearance test performed and graded by the same company that did the work, unless you have agreed to that.

Windsor jobs where the test changes the quote

Basement floors in 1950s and 1960s bungalows. 9x9 vinyl tiles and the black mastic under them are separate materials and can test differently. Non-friable tile lifted whole with wetted hand tools can fall into the lower-risk category; the same tile ground off with an unshrouded power tool is Type 3. The test tells you which conversation you are having.

Textured ceilings ahead of a sale or a reno. Many Windsor houses got popcorn or stucco texture somewhere along the way, sometimes room by room in different decades. A popcorn ceiling asbestos test samples each texture era, so the removal quote only covers the ceilings that need it.

Boiler and pipe wrap in pre-war houses. Walkerville, Old Sandwich Town and the older parts of the east end still have heating pipes with original wrap. It is the friable material most likely to be positive, and the elbows can differ from the straight runs. Against that, removal is the big number. Proper abatement needs containment, trained crews and approved disposal, and a small bathroom floor can run to several thousand dollars. A negative result on even one material usually pays for the whole visit.

After the crew leaves

Keep the paperwork together: your original lab report, the final removal quote and invoice, the waste disposal record if the contractor provides one, and the clearance result. Section 18 requires the owner to keep clearance air testing results for at least one year, and a buyer's agent is likely to ask for the set when you sell. If an independent clearance test is what you want at the end, we do that as a separate visit, so the company that cleaned is not the one signing off on the cleanup.

Common questions

Do I need an asbestos test before getting removal quotes in Windsor?

If contractors will do the work, Ontario's regulation expects the owner to either have the material examined first or have the job done as though it is asbestos. Testing first is the cheaper of the two whenever any of the suspect materials might be negative.

Why do some removal companies quote without testing?

Because the regulation allows work to proceed as though the material contains asbestos. That is safe, but it means you pay abatement rates for everything on the list, including materials that may have tested clean.

Can the removal company do the testing itself?
